What can we learn from mismanagement of Covid-19 funds?

The Auditor General — more than a year later — has finally released a very overdue report, confirming what many have always suspected, the money was misused! Shs 1.31 billion remains unaccounted for.


Another Shs 10.574 billion was diverted. Procurement procedures were disregarded, including irregular use of direct procurements, procurements without signed contracts and failure to involve the contracts committee, late delivery of goods, payment before receiving goods, and so on.

When an earlier alarm about Covid-19 funds mismanagement was sounded by the ministry of Finance’s Budget and Monitoring Unit, which has produced credible reports over the years, the officers were publicly shamed after the ministry of Health went on a Twitter rant denying the allegations.
